(P.A.L) Provincial Attestation Letter | Canada
In 2024 Canadian government made some changes for international students to provide better quality education, services and infrastructure, and P.A.L is one of those changes. Earlier, there were no limits to study permits in Canada but this changed after some dishonest institutions started doing unethical actions just to earn profits and not providing quality education, proper infrastructure, and services to students. After looking and analyzing the scenario, the government launched or made changes to the visa regulations by putting a cap to student visas and giving limit to every province, thereby, the universities or colleges will work with province to issue P.A.L, so that no college in province can get extra students ahead of the issued limit.

Who needs it?
According to Canada's Immigration, Refugees, and Citizenship department (IRCC), certain students need a Provincial Attestation Letter (PAL). Here are the groups that need it:- International undergraduate students who applied for their study permits after 8:30 a.m., ET, on Jan. 22, 2024.
- Most graduate programs that don't grant degrees, like graduate certificates, diplomas, and International Professional Programs.
- Visiting or exchange undergraduate students, course-based graduate students staying for more than six months.
- Visiting Student Researchers (VSRs) on a study permit, regardless of how long they'll stay. Check the ISS website to find out which immigration documents you'll need.
- Anyone not mentioned in the group that doesn't need a Provincial Attestation Letter (PAL).
Who does not need it?
- Students pursuing master’s or doctoral degrees.
- People with study permits or work permits in Canada (includes those applying for an extension)
- Family members of people with study permits or work permits in Canada.
- Students who applied before 8:30 a.m. EST on January 22, 2024
